Asterbridge is fictional by design. It gives the manuscript a stable polity in which later evidence can change the meaning of earlier evidence, institutional facts can constrain attractive recommendations, public participation can complicate expert judgment, and implementation can expose assumptions that were invisible at authorization.

The sequence below follows the dossier records from 1 to 15. The six dossier functions classify the kind of work occurring at each record; they are not six consecutive phases. That is why the case can move from Investigate at Record 5 back to Constitute at Record 6 and then return to Investigate at Record 7.

The reopening

Learning does not silently become a new decision.

At Record XV, implementation and monitoring can create a reason to inquire, compare, challenge, or reopen the Route 8 decision. They do not by themselves prove a cause or authorize a remedy.

The case therefore ends where a reasoning polity should be prepared to begin again: with an inspectable question about whether to continue, modify, suspend, roll back, or redesign—and with the relevant human authority still responsible for deciding.
